Iam on 7th year Extention with a company 'A' and this company is laying me off in 2 months , Can i join an other company 'B' which can file a H1-B . By the way my LC is pending since 2 years.

--- If you have7th year H1b approval in hand and recent pay stubs you can file for H1transfer through B and join B
By the way my LC is pending since 2 years.
