If I140 gets denied, Can I use my LC to still get 8th year extention. Using the previous LC can I reply for I140.

You can reapply the I-140 again using the same LC.

If the I-140 is denied, you cannot get an 8th year extension. You could get an extension only if you LC is pending for more than 12 months.

You can reapply the I-140 and when you get I-140 filing receipt, apply for 8th year H1 extension with that receipt, if H1 extension is approved based on I-140 pending then that 8th year H1 will remain valid even if I-140 again gets denied

If I am in your situation I will again file I-140 and the day I receive the I-140 filing receipt next day I will file 8th year H1 extension through premium processing
