Not at the moment because EB-3 is unavailable (though not retrogressed for your country - while there is a difference the result is the same for you at the moment). Once it becomes available again (hopefully after Oct. 1st) you can also file I-485. However soon future retrogression in EB-3 is prediced for all countries.

Yes it does matter if it is retrogressed (see above).
What to do now:
1) File I-140 immediately
2) Wait for EB-3 visa numbers to become current
3) File I-485/EAD/AP once visa numbers are available
 
Thanks a lot for the info. One question, I believe I can apply for I-485 without waiting for approval of I-140

If I-485 is filed while visa numbers are available and later, retrogression is set before the PD of the case, will CIS stop processing the case? I heard that supposedly they would, but do they really stop processing I-485s which have later PD than cut-off date in the field?

If the answer is Yes, what is the advantage of filing I-485 in this October-December while some visa categories are back to current, other than AC-21 portability & EAD?
