I was refused a F1 visa, and now going for DV Lottery.

Years ago, I was refused a US F-1 study visa. If I win DV 2009 lottery, how would that affect the outcome of a CP? Will I be asked if I was refused a visa?

You will be asked. 214(b) refusal will not affect you.

As long as you were not found inadmissable, your F-1 visa rejection should not play a role in your immigrant visa process if you win the lottery.
