I am on TN and Ready for NIW

Hi Folks,
I am on TN and want to apply for GC via TN. I am reading this forum for a while and convinced that a TN can apply for GC via NIW.
I plan to file I-140 first and if approved then apply for change of status at visa office in Canada.

I am just wondering if there is any recent law change which prohibits a TN visa holder to apply for GC via NIW.

I am not hiring any attorney and appllying myself.

Also, is there any NIW forum where I can ask few questions related to NIW?

Why would you not hire an attorney for something this important? There are ways to minimize your costs. If you are qualified for a NIW, you should be in a high paying job since pay is for value to the employer. Low pay = low value; high pay = high value. Money for a proper filing should be the least of your concerns.
 
In fact two of my friends having comparable qualifications and credentials got approved and they hired an attorney. One of them is a cancer researcher like me and both had same attorney. I got the letters from them including petition letter and I did not had to change the petition letter a lot because of same research area. I could not hire an attorney because of low post doc salary. But finally, I got an attorney who is not NIW expert but agreed to file my case with low fee.
My only question is
Is there any recent change of immigration law that does not allow a TN visa holder to apply for Green card via NIW?
