I-94 not kept by port of departure

I had entered US using AP. I recently left US via Chicago O'Hare and KLM airline didn't took my I-94 which was attached to my passport. When asked about this they said

"You have parole stamp and hence we cant keep your I-94"

I checked with US customs officer at O'Hare and he said "May be rules have changed " :) I still have I-94 attached to my passport here in India.

Question -

Do the airlines not keep I-94 for those who have parole stamp on it?
