I-797 form Workers Copy

I just got my H1b transfered to a new employer. This employer has given me only the lower portion (I-94 card) of the 'Notice of Action' form (I-797 form). Where as all my previous employers have given me the full 'Notice of Action' form (I-797 form).

I also noticed that in the upper portion of the my current 'Notice of action' form, which my employer is keeping, it is written that Petitioner keeps the upper portion and worker keeps the lower portion. Thats how my employer is trying to convince me and telling me that all my previous employers made a error by giving me the uppoer portion of I-797 form.

Now, I have only the I-94 cards from my current 'Notice of action' form.
Questions:
1. Is it okay for me not having the upper portion 'Notice of Action' form (I-797 form) ?

2. Does the patitioner gets 2 copies of I-797 form ?

3. Can I do the following things without having the upper potion of I-797 form ?

A) I travel outside USA
B) Apply for a visa extension in my home country INDIA
C) Apply for visa extension in USA
D) transfer my H1b to a different employer

Please help..
 
You need the I797 for travel, stamp even for Drivers license renewal.
Try to apply for revalidation in St.louis and show the stamping denied notice to employer.
Some employers are plain dumb.
