I-765 signature card

According to the requirement, Signature card is needed for filing EAD. I went to the local INS office at Baltimore to buy the card. A lady, however, gave me I-485, 693 and 765 forms, told me there is no need of signature card. Does anyone have the same experience? Is it okay without signature card? Thanks for your input.
