I-751 taking too long!!

Hello, my wife submitted I-751 form June 2011. She did get the letter back giving her one-year extension and an appointment to get her fingerprints taken. She's gone to get fingerprints taken and was submitted in July 2011. Since then, we have not heard from them. Not a single letter. Her one-year extension has been expired... We called the USCIS service center twice and opened a service request, but so far no response. When we go into the website to see the status, it says "initial review". It's been more than 14 months since the filing date. Is this normal? What else can we do to get any kind of response from them? Also she's scheduled to go back to Japan to see her family for couple weeks in October. I'm assuming she's not permitted to come back to US if she doesn't get any kind of renewal or extension. Is there a way of getting another extension if it's going to take longer to get her new permanent resident card? Thank you.
 
Make an Infopass appointment to inquire about the case. She should bring her passport, green card, and the extension letter. When there, ask if they can do anything to issue another letter or give her an I-551 stamp in her passport so she can travel.
 
Does your wife intend to naturalise? If so, file an N-400. An N-400 will force the adjudication of a pending I-751.
