I 589 got denied, Can I refile from different state?

My country condition is degrading everyday and today all of a sudden I received a mail stating that I am denied. Currently I am in F1 and will be done with it in few months.

Can anyone tell me, if I can reapply I 589 from different state other than the current one?

Any help is greatly appreciated.

you can appeal your case but you ca not re apply again in a different state, there is only one justice department and only one immigration system for all the 50 states of USA,

lets assume you got deied asylym in boston, and then you moved to hawaii and applied again there for asylum, your application will be denied immediately, you are already in their database
 
if you are in legal status, you can send a rebuttal arguing their reasons for denial. find a really good lawyer and formulate a strong rebuttal. good luck.
 
If you get denied after the rebutal letter, then you might be able to ask them to refer you to a judge. You can ask them after your F-1 visa expires. Ask your lawyer for details about this issue.
 
did you receive a denial letter? or a Notice Of Intent To Deny? if you received the former, you will be referred to judge, if that latter, you can send a rebuttal. just make sure u send in your rebuttal letter within 2 weeks of receiving it. read the instructions.

I got denied after a submitting rebutal. Now does this mean that I have to be in other than F1 to request them to refer me to judge?
And can I request this from different state? as I heard that CA is good for these kinda cases.
Since I got denied, I dont want to be out-of status and take a risk.

Also looking for a good lawer for my case. if you know any good one for my case, pls recomend.

From 2006 the approval rate for asylum cases by USCIS is going down every year. You will not be referred to an immigration judge since you are in status. Plus, you can not go to another asylum office because they do not allow for "asylum shopping". At this point of time, there is really nothing you can do. Asylum is a discretionary benefit by the U.S. government.

I suggest you talk to a lawyer. If finance is an issue, you should check with your school/university (or any law schools in your area) to see if the school has some sort of clinic office that provides the service for free. A lot of law schools provide those services.

Few years ago when I applied for an asylum, my lawyer told me that I would not be referred to the judge if my application is denied because of my status. So, I am not sure you can abandon your legal status and then appeal to the judge. As I mentioned, you should talk to a lawyer.
