I 539 filing address

Thanks Nelsona and newacct. I talked to Service Canada and they said that I am only eligible for UI if I worked in Canada in the last one year and in my case, I am not eligible as i have been working in the US for last couple of years and they asked me to contact the state in the US for UI.
 
Of course you are not entitled to Cdn EI. However you are supposed to go through Service Canada even when collecting EI from US.

It is clear that even when eligible for US benefits (you must be living in Canada), Service Canada has to get involved at some point. Perhaps you did not explain yourself correctly.
However, under no circumstance should you apply for US UI while living in US. You need to wait until you are in Canada.
