I-485 remain denied after concurrent I-140 approved by appeal

Friends,
Can you please suggest what I should do next according to my special situation?
My filing are with TSC.

I-140/I-485 EB2 NIW concurrently filed in Sept. 2005.
I-140 denied in March, 2006
I-485 denied in April, 2006
I-290B appeal in April, 2006
I-140 approved in Feb, 2007
I-485 transferred to Houston office in April, 2007

I requested update of status through the national customer service line in November, 2007. The Houston office updated that my I-485 case is denied in April, 2006. It seemed no action is taken in the local office.

Also, TSC approved my I-765 EAD application but denied my I-131 AP application in June, 2007.

According to CIS procedure, TSC should have reopened my initially denied I-485 and approve my EAD, AP, but it has not happened and likely will not happen.

Now what should I do? Should I resubmit a new I-485, as the visa number is still available for me before November 30? Apparently the TSC has made mistakes, but how can I fix the mistakes? Do you know any channels to complain? What can I do to see a real immigration officer (not infopass) in the Houston office?
