I-485 problem need help!!!

My husband and I have a complex problem here and I hope somebody can give me some information about it. My husband's I-485 was denied for a crazy reason (they could not figure out his sponser, my mom, was a US citizen even though she was born in TX and is on social security) so we had to file a motion to reopen his case here about a month ago (they would not let us appeal it). The problem is we live in MO right now and we are moving back to TX at the end of July, and I can't get a straight answer about whether or not we can transfer his case with it being in this motion to reopen status and I was wondering if we will have to pay another filing fee if we can move it, the fee's are jumping up tremendiously at the end of July when we are moving. Another thing I am wondering about is how long they can take to decide his case now, our lawyer said they could take as long as they want i.e. years and years, surely there's a time limit on that. I feel like the interviewer person that decided his case has a problem with him any because he got the same interviewer person during his last marriage and that's what this person talked about the whole interview was my husband's last marriage's issues and they seemed rather irate about what happened and I think they denied his case on purpose because of the situation. I really could use some info here.:confused: :(
 
let's see here:

there are two marriages - and both times the guy applied for a GC based on them. Apparently, he didn't get a permanent GC the first time.... That's a red flag.

His co-sponsor is your mom, who is on social security, and probably makes just barely enough for herself. How come you are not sponsoring your husband yourself? does she even have enough income to sponsor him? Red flag #2.

surely there's a time limit on that.

My Mom works, draws a pension, and is on SS and is well over the limit. She was the sponser for the first 2 years now we sponser ourselves. Their reason for denial was they could not prove my mom was a USC. I know his first marriage was a big red flag with flashing lights and bells, he did get a perm GC but the interviewer person had approved his case AFTER him and his 1st wife had already been divorced, and nobody told the person they were getting a divorce, so I think the person got in some trouble judging by the way they acted at our interview. This person approved the I-130 for us but they denied the I-485. I really think they did that just to cause us problems and cost us another 400 bucks.
 
hhmm, I don't know if it can be transferred while a motion to reopen is in progress. I don't see why not, but you should ask a lawyer and an immigration officer (a different one). Perhaps, an infopass appointment would be good.
