I am a green card holder and holding Re-entry permit valid through March 15 2025. As of this date I entered USA using Reentry permit. I would like to apply a fresh Re-entry permit. Can you apply online now? Also do i required to provide Bio metrics. After getting NOA from USCIS, can i make a travel outside USA pending I-131 approval? Appreciate, if some one can respond

Yes, you need to provide biometrics.
USCIS advises you do not travel before you have given biometrics. See bottom page 1 here: https://www.uscis.gov/sites/default/files/document/guides/B5en.pdf Some people claim it’s fine to travel and then come back for biometrics, you can decide if you are happy to try this or prefer not to take the risk. After you have given biometrics you can travel and ask for the permit to be sent to your closest consulate.

People routinely apply while in the US (which you must do), leave, and come back for biometrics, as long as someone is checking your post for the notice. However, if, for some reason you don't get it, and you don't get the re-entry permit before 6 months pass and you are abroad, you'd be well-advised to return and figure out what's wrong while in the country. Especially with what the government is doing now, you should be very careful about how you carry out foreign travel.
