Guidance I found so far:
Petitiion I-130

Or, for non-United States Postal Service (USPS) deliveries (e.g. private couriers)
U.S. Citizenship and Immigration Services
Attn: FBASI
427 S. LaSalle √ 3rd Floor
Chicago, IL 60605-1098
If you live in any other state than those listed above, file your Form I-485 at your local USCIS Office (except if you are in the Baltimore District - then file at the Vermont Service Center.) NOTE: Some offices accept Form I-485 only by mail. Please check with your local USCIS Office for local filing procedures.
I-130 should be send to California service center.
To file both forms concurrently the beneficiary should reside in US.
And again –> CSC, since the Chicago box is only for the east coast applicants.
Based on above, I presume it's chicago and not just close by district office or suboffice?
