I-130, Petition for Alien Relative

I'm asking this question for someone else who need some directions.

He wants to file I-130 for his married sister who has a husband and 3 children. Does he need to file separate I-130 for each one of them (1 for sister, 1 for her husband, 3 for 3 children)?

Or does he need to file I-130 only for his sister right now and when time comes, he'll get a letter from USCIS asking to file I-130 for his sister's family/dependents?

He can only file an I-130 for his sister, provided he is a US citizen. The spouse and minor children will be derivative beneficiaries; no I-130 needed.
 
Thanks for the quick reply. Yes he is US citizen. So he just need to file I-130 for his sister and everyone else in her family is covered under her and he just need to pay the filing fee for her not for anyone else in her family?
