I-130 Father

I am the father of a US citizen. He sent my I-130 to Vermont at the beginning of April and case is still RECEIVED AND PENDING status. I have been told that if he processed GC for his wife and kid years ago, the won't process mine? His wife and child are citizens now. Is there a limit of how many I-130 one citizen can process? Is this the reason it is taking so long to be approved? A friend of mine was approved within a month and also in Vermont. Thanks so much for an answer to this.
