I-130 better or Follow to join ? Plz Help

I filed my employment based I-485 in March 2003 and got approved in August 2004. I've my green card handy but just recently came to know about a program Follow to Join.... I got married in Jan. 2005 but wasn't aware of Follow to join process. What should I do to get my wife to the US? Does I-130 is the better way or Follow To Join is still the option. Also,,, is it true that in March 2005 the law is changing concerning I-130 cases? that its gonna take same time as the US citizen filing timings versus Green card holders? Please Help. Thanks.
 
Lets suppose ,,,, if I got married B4 my approval or if I can prove that I got married before my I-485 approval ,,, than ,,,, Can I get call her in the US using Follow to join program.
