I-130 approval but decide not to go forward with it

My mother petitioned my brother and his petition approved and now forwarded to American embassy abroad for processing.
Now my brother does not want to immigrate to the U.S.
I have a question if another brother wants to immigrant to U.S instead of the approved one can the other brother legally use the approved visa?
My mother applied for the other brother but five year later or after the first brother petition? or he must wait until his visa approved maybe after six years!

Remember I’m asking this question and we want everything legally if the immigration law permits such things.

What makes you think this would work?

Can you use someone else's driver license? passport? No, you can not... you can not use someone else's visa either. :rolleyes:
