I-129 for H1B 7th year extension

I-129 form part 4, question 9 is like:
Have you ever filed an immigrant petition for any person in this petition?

my company whom I am extending my H1b visa with applied for Labor Certification (eta 750) for me a year ago. Is that an "immigrant petition" or not?
(my LC is not approved yet)
Should I say yes or no to this question????

Actually in the Form I-129 (Rev. 10/26/05) part 4 question 9 is:
Have you ever previously filed a petition for this person? (No, Yes - explain on separate paper)

What petition, I-129? Obviously, if I am filing 7th year extension, employer already filed this petition twice. So what should I explain?

Am I missing something? Please explain.
