husband applying for h4

hello,
could h4 visa be denied for my husband(who is already twice-rejected u.s visa in the past -not h4 though)-if so on what basis?

i am currently in h1 valid till 2007-and would it help if i start my green card process -for him to come to u.s-we r going to be married in september, any body with this kind of exp. can u share it?

** you are not married to him and he cannot get H4 visa, first get married then only he becomes eligible for H4 visa

yes of course -my question was only after september when he applies for h4? would it help if i start greencard process anyways now? is there any gender bias when husbands apply for h4??
