How to file for reentry permit?

I have some questions on filing reentry permit. In the past we have used RTD.

To get reentry permit you pick option 1.

What confuses me is option 3.

I know there are folks in the forum that have applied for reentry permit after their GC, is this ok by USCIS? Just need clarification.

Also if you always apply for reentry permit you wont have to answer to part 6 which asks about refugee info. Which means if anyone renews his NP then he wont have to answer to USCIS.

I am a permanent resident or conditional resident of the United States and I am applying for a reentry permit.

I now hold U.S. refugee or asylee status and I am applying for a refugee travel document.

I am a permanent resident as a direct result of refugee or asylee status and I am applying for a refugee travel document.

I am applying for an advance parole document to allow me to return to the United States after temporary foreign travel.

I am outside the United States and I am applying for an advance parole document.

I am applying for an advance parole document for a person who is outside the United States. If you checked box "f", provide
the following information about that person:
 
ALL LPRs are eligible for a RP, regardless of how you obtained your green card.


All asylees and refugees are eligible for a RTD until they become citizens. Becoming LPR does not affect this eligibility. Asylee or refugee status does not legally speaking cease until you are a citizen of the U.S.

As an asylee turned LPR you can get either document, just not both at the same time.

Also bear in mind when you apply for citizenship you are required to disclose all your foreign travels to the USCIS. So if you visited your former home country, you may need to give a good explanation to them.

Can't you have RTD and RP at the same time? I thought you could?
 
Does reentry permit work same as passport or RTD which means you can travle it with your GC and you don't need to bring NP or RTD?

Yes, reentry permit looks similar to RTD and you can use it to travel along with your GC. Benefit of reentry permit to asylees is that it is valid for 2 years and costs the same as RTD.

Are you sure? Because RTD means the you're a refugee and can't have the protection of your "home" country, so its accepted by IOs in other countries, but RP does NOT have the connotation of refugee, so how come will it be accepted by immigration authorities in other countries?

Every country has passports and travel documents. RP is a travel document just like RTD is. Germany has a Riesse Pass(Passport), Travel Document for refugees and Travel document for temporary travel(1 year validity)...

So every country's IO basically know what other countries produce..
