How soon can you apply for the reentry permit

I am dv-2008 winner. Hoping everything going fine at the interview,and i go to the state by september 2008 and wait for the green card.
How soon I can apply for the reentry permit.
I have to finish the remainder of univeristy left so i am trying to buy time to return as soon as possible to finish the univeristy in europe.
I already looked at the form I-131 of the reentry permit.
Can some on give me some sugession on this.

If you get immigrant visa from US consulate and then enter US you will give the papers to officer at US airport and he will take your fingerprint and signature on white form and will stamp your passport with A# and you Card may come in 1-2 months to US address that you will provide. Once you have stamp in passport you can apply the Reentry Permit second day, reentry permit application must reach USCIS when you are IN US.

Just wanted to add to the question...me, my spouse and child got our Immigrant Visa for US consulate in Canada valid for 6 months. We plan to go to the POE in Sept Oct.

We need to apply for the re-entry permit because my child is in a special 4 year high school program and another 2 years are left which I do not want to disrupt his studies.

Question...

1. All 3 will be applying for reentry permit since we as parents need to be with
him during his program completion.
Is it OK for all 3 to apply or does the UScis except one person to reside in the US?

2. Is it absolutely neccesary to have a SSn number to apply?

We will be apply for re-entry as soon as we reach and leave. Would love to live in US right away but will have to wait it out. Actually I will be making frequent trips to US to build some connections there.

----------------- you ALL can apply, you need to fill up 3 Forms, fee for 3 forms
2. Is it absolutely neccesary to have a SSn number to apply?
----------------Better get it and then apply, the day you enter US with immigrant visa next day you all go to SSA office and apply for SSN
We will be apply for re-entry as soon as we reach and leave.
---------------------REENTRY applications MUST reach USCIS BEFORE you go out of US.

1.Do you have to wait for the phisical greencard after you applied for the reentry permit. So the family that i will be staying will send it over oversees and the reentry permit i will picked it up at oversees embssy.

2. Is valid California Drivers Licence,SSN,bank account,i have also a B.A. from the University of California enough ties after you return with the reentry permit. I lived in california from 1996-2003. I plan to enter usa and return as soon as possible in Europe so i can finish the rest of the univerity.

-----------------one can apply if you have passport Stamp with A# attach the copy of passport and explain on cover letter that you have GC stamp on page #......

------------------ GC will be sent to US address that you provide at POE ( US airport) and once your relative/ friend gets the Card then he can mail you( better use FedEx or let some one come to you and give it to you) for Reentry Permit if you write that you will pick up it from US consulate or Embassy in your home country then they will send it to US consulate or Embassy and then US consulate or Embassy will send you letter to pick up

----------------------Reentry Permit is valid for 2 years , if you stay out of US more then 1 year then use the Reentry permit to enter if the Trip out of US is less then 6 months or 182 days you can use the GC
