My understanding is that at the time you file the application you need to submit your old card. As we all know USCIS is not the most predictable when it comes to processing time, I'd avoid doing so (say if you can wait until you are ready to become a US citizen) unless I have to. And btw, what kind of proof do you have while your application for card replacement is pending?
