How long for GC Holder to sponsor wife for GC

Hello,

We applied for my wife for GC over a year ago. I am a GC holder. She is from Ukraine.
She is currently on the F-1 visa working with an OPT for another year, but her entry visa has expired.
1. Can she renew her visa so she can travel to see her parents? Or the chances are slim that they will let her back in US?
2. What are the chances that Barak will change the visa laws for family based sponsorship?
3. How long will it take with current laws for her to get a GC through me, a GC holder.
4. We are also thinking of getting her H1B - as I undersatand it is also a sort of lottery, what are the current odds? Our lawyer says that on top of all huge fees, we also need to pay $1000 premium processing - it might better the odds. Is that true?
5. She might also qualify for an O type visa due to her tennis background. But it is unlikely since she never won any major tournaments, although she was on the Olympic team and had a ranking.

When she went to US consulate, there is a high chance that visa stamp gets denied.
2. What are the chances that Barak will change the visa laws for family based sponsorship?

Depends on which stage she is in now.

Odds shouldn't be high because of economy next year. The employer must pay the fee, not you. Premium process only helps processing speed, doesn't help for odds.
