How long for changing from F-1 to H-4? Urgent! please help!

We are considering change my husband\'s F-1 visa to H-4 because he can get state tuition rate while holding H-4 visa. However, it is only a couple of months until summer and fall. My question is How long for changing from F-1 to H-4? Is it hard to get? what materials are required for none-immigration status\'s changing? Thanks, ty
 
F1 to H4

Generally a COS takes anywhere between 3 - 6 months depending on service center. I539, H1 approval copy, SPouse\'s paystubs, letter from employer, copies of marriage certificate and proof of current status.
If you had provided all info. it is not a problem to get. Use a lawyer though.
