Immigrant visas acquired through the DV-program (lottery) are valid 6months from the date of issuance (unless they have changed that at the beginning of this year (I received my immigrant visa in October 2007)). The information on your link is for family-based and employment-based immigration. This can be seen by looking at the forms for affidavit of support. They only list the form I-864 there and say that I-134 (the one that can be used in the DV program) cannot be used.
I have been issued the immigrant visa on 30-Jan-2008. The validity of the visa is mentioned as 29-July-2008. My queries are:
1. Can I admit to the US on 04-July-2008?
2. Is the validity of the visa is subject to any other expiry like Medical record, police clearence or anything else ?
