How immediately can a L2 apply for EAD?

Hi,
How immediately can a L2 apply for EAD? As soon as a L2 lands in USA , can they apply for EAD? Or is it suggestable to wait for a week or so and then apply? Because many are saying that it will take time to send our I-94 records from CBP to USCIS. So, our application will be kept in pending by USCIs as they dont have our details. Is it true?

You can e-file. If the system allows it, go ahead.
