How far in advance of joining date can I enter US?

My TN petition is pre-approved via I-129 Premium Processing and I already received my I-797 from the attorney.

My job start date is in late September and my attorney is recommending that I enter US 10 days before the start date.

As my I-797 valid from is already in the past, any issues if I enter US 3-4 weeks before the start date? I want to get TN status, SSN, bank account etc before quitting my current job.

My role is Software Engineer and I have 4 year Bachelors degree in Engineering (Mechanical).

It is at the CBP's discretion. Be aware that the I-94 issued will only be for 3 years (assuming that is how long they are hiring you) from the date you enter, not from your presumed starting date.

Do I reduce risk by going 14 days before start date ?

The only "risk" is that you're told to go away and come back later. It's inconvenient but not a long-term problem.

Lawyers have told me that 14 days before job start date is the absolute earliest CBP will allow a TN applicant to enter.

However- I have tried to apply 14 days early (at San Ysidro) and was told to come back at least 1 week later. So it's up to their discretion.
