It is for my husband who is in US and on H1B. His current job will end in a month. So we need to file H4 for him.

-----------fill up form I-539, pay fees, his passport pages , attach copy of his I-94(front and back) YOUR H1 approval notice and your I-94(front and back) H1 to H4 Change of status should Reach USCIS BEFORE his I-94 gets expired. He will get H4 status till your H1 status

----correct but after filing of H1 to H4 he is safe. he should file H1 to H4 10-12 days Before his job ends or I-94 expires and when he gets reciept he is OK till he gets approval.
