Check the local US Consulate's website where your parents live. Usually you can find basic requirements for applying visa etc.
For e.g., if you are from India, check US consulate's web site of Delhi/Mumbai/Chennai etc. whichever is closer to you. Each US consulate has their own website and have links to visa requirements/procedures etc.
