For functions performed by the Department of State:

C. Consular Operations Domestically and Overseas: Consular operations domestically and overseas will remain 100% operational as long as there are sufficient fees to support operations. However, if a passport agency is located in a government building affected by a lapse in appropriations, the facility may become unsupported. The continuance of consular operations in such instances will be treated on a case-by-case basis by the Under Secretary for Management.

For functions performed by the Department of Homeland Security:

USCIS remains operational because it uses "other funding source", which is applicant fees.

According to Guardian, The State Department would continue processing foreign applications for visas and US applications for passports, since fees are collected to finance those services. Embassies and consulates overseas would continue to provide services to American citizens.
It also stated that, US Citizenship and Immigration Services employees would continue to process green card applications.
We pray that this issued is resolved soon.

Well I really hope that people with interviews scheduled these days don't get a cancellation or something. Is there someone with an appointment this week?

Can this shutdown also, in some way, affect people who have received their US visas, and who are in the process of immigrating to the United States?

So that means they won't delay CN NL2 on DV2014? They will continue their jobs like there is nothing happening?

Yes, it should be. Firstly visa application processing is self funded and USCIS did have reserved funding to fund it operation.

Guys I am unable to pay the green card fee online, uscias payment system is not working. Does this have anything to do with the "Government Shutdown"??

To an extent, the govenrment shut down WILL impact new immigrants to the US.

Regarding SSN, while the the Social Security Administration will remain open during the shutdown, it will not be accepting or processing applications for Social Security numbers (SSNs) or replacement Social Security cards. Technically, you do not need an SSN to start work, but lack of an SSN could affect your ability to obtain a U.S. driver’s license or open a bank account depending on the bank you approach.

If I'm not mistaken people have reported similar issues in the past. Not necessarily related to the shutdown.
