my case number ( last five digits is not exposed due to security reasons )

EAC-00-086-XXXXX (my question is as the serial starts with 00 after EAC does it mean it was recieved by USCIS in year 2000 or was it filed in year 2000 or "00" not even related to the year 2000 )

Can anyone please let me know after how long do someone get a Case Status Number after filing for a I-130 case?? or anyone who filead
a I-130 case can he or she let me know his or her case status number ( please keep the last five digits of the case status number as i did for security reason) and the year when his or her relative first filed the case
so that I can figur out was my case recieved by USCIS in year 2000 or it was filed in year 2000 ???

I will be very greatfull to get a proper answer because my realative forgot the year when she filed the I-130 for me !!! and as a result I can't cheek my current date without a proper year.

it's the same thing. WHen it's received by USCIS it's considered to have been filed. DOesn't matter when she sent it - what matters is the priority date on I-797 notice of action.

00 means year 2000.

Can anyone please let me know after how long do someone get a Case Status Number after filing for a I-130 case??
3-4 weeks.

I have also read that :
1) USCIS year starts in october
2) the next 3 digits is the day in their year

In that case you case was filed in the very end of 1999.
Not sure if it is correct or if it makes a difference.

it doesn't reallly matter (although you are correct - the fiscal year starts in October). You need to know your priority date which will be on the notice of receipt.

I-130 was my case what does it has to do with I-797 ??? can you please explain it to me.

I-797c is the notice of action (the piece of paper) they sent you, in response to you filing your I-130, telling you the information about your petition, including your priority date.

when uscis receives your petition, usually they send you a receipt acknowledging that, they received your petition, that receipt you were sent is usually called i-797 notice of action, meaning, they are attending to your petition. this my understanding of i-797 nnotice of action.
