I am not familar with this topic very much. Actually my out of status is unintentioanlly because at that time, I don't know the university requires WST for graduation as I transfered from other university, which doesn't have such regulation. When I found the problem, and I tried to register the WST courses, I had already taken all required department courses for graduation, even the department chairman had allowed me to apply for gratuation.
The WST courses are required by the university required all undergraduates and graduates should pass the 1st tier and 2nd tier courses for graduation.
At that time, I had to regisister 1st tier at first in one semester because I had only one major course left; and the WST classes had been already full at the end of the previous semester. I could only put myself on wainting lists for register. Unfortunately, I failed to get the chance of WST course registration at that semester, that made me out of status. And the after semester, I only have that course to register, and after that semster for the 2nd tier WST registeration.
In fact I had paid much more for these WST courses than that full time student. After I did my reinstatement of F-1 in the March, 2004, and I waited to get the denial in the October. I left US in that month as the letter demanded.
That's what had happened to my out of status.

Why was your F-1 denied? For an H-4 you do not have to overcome 214(b). which makes life a little easy. However issuance of an H-4 may depend on the reason your F-1 was denied.
