Urgent Help Needed...Dallas Office Rapid Adjustment (DORA)

I live in Dallas and got my GC in Oct 2004, and now I want to apply for my wife's (who is on H1B) 130 and 485 through DORA.
I already have an appointment, but when I met a lawyer today to get my paperwork reviewed he said that this program is only for US Citizens applying alien petition for their relatives. Since I am a permanent resident, USICS wouldn't even accept my wife's application under DORA.
However I went through USCIS site, and it is nowhere mentioned as a requirement.
So all you immgration gurus, I really need your opinion in this regard. If anyone has similar experiences, please share.

are you doing it as folliwing to join or as a "regular" PR applying for a spouse application?

if it the latter, you cannot go through DORA, since an immigrant visa number is not available to your wife immediately.

Since I got married aftre I got my GC, I am filing my spouse's petition as a regular "PR". So can I not file through DORA?
If not, what are my options? Filing the regular I130 is not going to help, as it is currently taking 4-5 years in TSC.
Please suggest.
