Help needed and will be appreciated

In DS-230 Part I,
SL No. 10 - "Permanent address in United States you intend to live. Include the name of a person who currently lives there."
I wrote cousin’s (wife’s cousin) home address and also his home telephone number, who is staying in New Jersey.

SL No. 11 - "Address in the United States where you want your Green Card mailed. Include the name of a person who currently lives there."
I wrote down, as same as SL # 10.

Recently, I talked to a guy to gather some experience, who was a DV winner of 2005 and came for a visit in our country now. He told me, at the time of my interview they (Consular Office) will call our cousin’s phone number or check the address which I provided and for any reason if our cousin would not be available there (for coming a visit to my country) they will reject my case.

Also, I am not agreed to this. But, to clear my confusion please answers my following questions.

1) Do they check the phone number or address of the person living there?
2) For any reason at the time of my interview if our cousin would come to visit our country, what should I do?

I am an I. T. Professional (Earned Microsoft Certificates through online exams) and me is the DV 2009 winner. My educational background is high school education. My wife is a graduate but her profession is house wife and we have a daughter of 8 years old and both are included with me in the lottery. I don’t have any asset or bank balances, my mother will pay all my expenses for DV processing and tickets.

I have a friend, who is working as Director of I. T. in a Computer Firm in California and he is an U.S Citizen now (living for 12 years in USA). He is agreed to provide me Sponsorship. He has a family (wife and two children). His yearly salary is 70K.

Also, my wife’s cousin (living for 3 years in USA) who is a Green Card Holder, agreed to provide me Sponsorship. He is still Bachelor and living in New Jersey earning yearly 22k, recently bought his own house and has started to pay tax.

Now my questions are:
3) Whose sponsorship is better for me according to my situation?
4) If I took sponsorship from my friend living in California, Do l need to change my permanent address? (From New Jersey to California in DS-230, SL # 10. an providing my friend’s address)
5) Also, I like to know is it possible to change in DS-230 Part I, SL# 10 & #11 at the interview? If yes, how can I change? Only inform them (Consular Office) regarding the changes or prepare a new form with all changes and provide them at interview.

As an I. T. Professional, I feel if I would go to California my friend who is holding a good position in IT field, can help me to get a job. But, I heard living cost of California is higher than New Jersey. For that reason, as a married man with a child, I have decided to go New Jersey initially. And my wife also can get any suitable job in New Jersey.

To make it short: Bullshit! ;)

3) Go with your freind from CA, your cousin's income is much too low.
4) I dont think so, never read it anywhere.
5) No problem to change it an the interview

It depends where you living in California. Places like SFO and LA have pretty high prices for housing. The other costs of living are not differ that much.
 
it is your responsibility to provide a reliable real address in the States where your GC will be sent. If you don't care about actually getting your plastic - well, nobody can help you.
