Help: How to reply the TB test REF?

I received a REF letter recently, It says the USCIS needs a medical exam (Form I-693) from an INS Certified Civil Surgeon stating the result of the tuberculosis skin test only. Form must be mailed in a sealed envelope from the doctor.

I need some suggestion here:

1. Can I use the TB-test record done in May, 2007 by my civil surgeon to reply the REF? My 485 application was received at the end of March, 2007. My form I-693 only includes X-ray record without TB test. After I submitted the 485, I recognized that a lot of people received REF for TB test. So I went to my civil surgeon in last May to have a TB test and asked the doctor to give me a new sealed I-693 form. In that new form, everything information looks the same as the old I-693 that I sent to the USCIS, except that TB test result is included in the new form. I was ready to receive a REF so that I could send out the new I-693 form. But no REF was received until recent. The officer who interviewed me in last July didn't mention TB test at all. He just said my background check was not clear and he could not make any decision.

2. Can I mail the new form I-693 myself, or I have to ask doctor to mail it? The REF says "Form must be mailed in a sealed envelope from the doctor". I am a little bit confused.

do you have a SEALED envelope from your doc with a tb test? if yes, send it. If not, get a sealed one from your doctor and send it.

Thanks for the reply. Yes, I do have a SEALED envelope from my doc with a tb test. But the TB test was done in May, 2007. Can I use that?
