I’ve 4+ years of experience in IT as SAP Consultant – FICO (Financial and Control) and my education is B.Com. and PGDCA(Private Institute). A US company offered a job for a position (Title) of Programmer/Analyst, and processed my H1B. When I went to consulate at Chennai for stamping, I was interviewed by an American lady who initially asked me, what would I be doing in the US? I replied her that I would be working as a Programmer/Analyst for ABC Company. Then she asked me for my original certificates. When she looked at my degree certificate, she said you don’t have computer knowledge then I showed her my PGDCA certificate for which she said this is invalid. After that she asked for the experience letters. When she went through the experience letters she said that you have worked as a SAP Consultant, and you cannot work as a Programmer/Analyst in the US. Though I tried to explain her that though the titles are different, the job description is the same for both the positions, but she just ignored me and never let me explain more. But since I was insisting she told me that she will be glad to offer me to work in the US as a SAP consultant but not as a programmer analyst.

Can you please explain what should I do further?

The vice counsel is correct in the immigration point of view.
There is no such job title as "SAP Consultant" in INS or Labor dept job list.

Since your h1 is for a Prog/Analyst job, counsel is searching for those words in your certificate.

Prog/Analyst is generic job title applicable to several jobs such as Oracle, VB, .net, Java etc and in SAP (Functional/ABAP Prog) Oracle Financials, PeopleSoft (People Code), Siebel etc. If your experience certificate read " he was doing Analyst/Programmer job in the field of SAP in Financial Control Module" may have convinced the councel.

Getting a H1 as SAP consultant is practically impossible. So get a new exp certificate and try for a second interview.
