Having a certified translator in my home country certify birth certificate?

Is it alright to use a certified translator in my wife's home country to certify her birth certificate? I mean, she already has one that's already been certified in this manner not so long ago for other purpose.

Any of your friends who understand your language and English can be "certified translator".
In fact, you can translate by yourself and ask your friends to attest it.
