Can we apply H4 extention as well as H4 to H1B convertion at the same time?

You can apply. BUT, the results will not be what you desire. You cannot swing between H1 and H4 (after both approvals- which I think you are dreaming about!!)
Here are your options:
1. Do H4 extension and after approval file H4 to H1
2. Do H4 to H1 and take the risk (dont do H4 extension)
3. Dont do H4 to H1.
