H4 to H1 transfer***************

I have few questions if some one can answer it will be more thankful and appreciatable

1.How much it costs for a company to apply for H4 to H1B transfer(Some companies are asking $2000 and some are asking $1000),i want to know how much the INS charges (approx).
2.FOr applying H4 to H1 transfer is that needed,the company which we are filing should be a good company with many employeees,because one company is offering me of free of cost ,but that company has only 4employees holding h1B status.
3.my wife have 3years of degree and parallel PGDCA certificate of one year,
and she has 2years of experience in india,is that enough to get h1B visa,now she is in usa with h4 visa status
4.what are the docs needed for applying H4 to H1 transfer

1. It depends on employer.
$190 application fee
$500 fraud prevention
$750 for less than 25 employee, $1500 for the rest.

2. Bigger company is probably easier as there is less chance of scrutinizting.
Smaller employer with a few H1s may need to fulfill additional obligation when hiring more H1 people.

3. Not sure.
