H4 to H1 transfer..am confused with my situation..please help me

Hi, I have completed my engineering in 2007, I dont have experience in IT and currently I am on H4 visa.

Here are my questions

1) Am I eligible to apply H1B visa only with my educational documents (with out any experience)?

2)If it is possible and If I want to work in this year when can I apply and what is the procedure?

Firstly you will have to find an employer who is willing to hire you and process paperwork for your H1. Your lack of work experience is a big handicap.
