H4 to H1 stamp in Mexico/Canada

My wife has an Indian passport and a valid H4 till Oct 2004. Her I797 approval (valid till Aug 2004) (with new I94) came while she was out of USA. But she entered again on H4. Now to start working she urgently needs to travel outside USA to get the H1 stamp. Is it possible to get this done in Juarez or some other MExican post or in Canada?

mexico is a shut out. Canada is the only choice (unless things changed in nvars.com, check now whether you get any of the mexican posts).
Most of the canadian posts tend to deny (note:- not reject) h4 to h1 visa stamp. Many H4 to H1s stay in US until AP to avoid any such situation...

As of yesterday Mexican and Canadian posts were listed on NVARS. Of course, a cautionary message is displayed indicating that TCNs are discouraged from applying in Canada
