H4 to H1 Process.... Any Difference?

My Wife is on H4 From Last Septmember and Now my employer is sponsoring her H1.

1) Is H4 to H1 is any different from filing a fresh H1.... Like do you need to file Form 539 or something..... or simply I129 only.....

2) Does she can file for 6 years or she need to mention she is in H catagory visa from Septmember and loose this 1 year.... or H4 wont be consider in that 6 years limit...........

1) It's the same process as "fresh" H1.
2) I-129 is the form. She is eligible to 6 years, but the longest she can ask is 3 years for each petition.
