H4 Stamping without H1 Visa Stamp (Help - Jaxen/Jim)

Hi
I have a doubt on H4 Visa stamping issue.I am maintainig and legal status on H1 since i came to this country. Our h1 and H4 Visa in the passports has expired abt 2 years As we never travelled outside of the country we didnt revalidate it and it doest have my current employer Visa Stamp.
Can my My wife get her H4(she has an approved I-539 application) visa stamp in India without me getting getting my current visa stamped in my passport.

(As i am not traveling right now ) Does she has to wait till i get my visa stamped...?

Are there any special requirements in Chennai-India right now..
Which require additional documentation from my employer etc..while she uses the drop box option in India..?

Please Advice..

Yes, previous h4 stamp enough to get new h4.
No, but beware, the US consulate can demand a h1 stamp...It is within their rights/practice

Not in chennai though, As far as I know till feb 10,03...
