H4-H1 COS of status denied...Going to Nogales urgent help

Hello Gurus....thought you Guys could give me some input..
My wife's H1b has been approved without I 94 attached ,her COS has been denied because she travelled to india when the petion was pending. we are planning to attened Nogales for stamping.
My question is if anything happens if they deny visa to her, can she reenter US on H4( she have valid H4 visa stamped)

Since her request for COS is not approved she is still in H4 and come backe to US if H1 is not get stamped.
