H4/F1-OPT Question

My wife is on H-4 right now. She is doing her Master's degree.She will be graduating in May'2004.

1) If she applies for the Ph.D. program and joins the program and shifts to F-1, can she apply for OPT based on the Master's degree? Also, does the date of her joining the Ph.D program matter?

2) If yes, whats the earliest that she can apply for OPT after going to F-1?

H4 to F1
You missed the great opportunity.

You should have changed staus H4 to F1 from the day one. Now too late. At least for phd , do it as soon as you get your I 20. You will not get OPT for MS degree, where you got it from H4 status.
