H4 applciation dropped but still approved

I appiled for H4 visa monthes back cuz my company considering lay me off. But I got another position within same group before my last day, so I let my attorney drop H4 application. Yestoday the F******* INS sent me approval notice for H4 visa. My question is will INS restore my old H1 if it\'s their fault not processing my cancellation of H4.

Do you have proof of H4 withdrawal?

A receipt or acknowledgement from INS?
INS is under no obligation to honor your H1 just because your lawyer did not withdraw the change to h4 in time.

but he filed the withdraw dozen days before the H4 approval notice
