H4: Age limit for the child

Hi,
My friend just got married.
- He has H1 visa.
- His wife has a child. The child is over 18 years old at the time of the marriage, but younger than 21.

Can he bring the child to US by H4 as well?
Most resources just talk about "unmarried child under 21".

But also USCIS website has

Definition of a Child
- A stepchild if the marriage creating the steprelationship took place before the child reached the age of 18

Does this definition apply to H4 visa also?

Per rule children under 21 keep their status in H4. If you are bringing somebody 18 from outside, issuance of H4 at conuslate is mercy of the counsel.
