H4 - 221(g) second time

hi
I'm on H1b in US since nov'04. My wife attended interview for H4 at US consulate chennai in oct'05. got 221g asking to provide bank stmts and explain why no-pay for initial 3 months. I provided bank stmts and letter from my employer explaining why no-pay for 3 months initially. ie. due to delay in getting SSN(pay is adjusted in later months) and on sick leave for a month. submitted the above thru dropbox.
Then got back with 221g second time asking for
1. Diagnosys from doctor,
2. Hospital records and
3. sworn statement from H1 holder attesting to the nature and duration of his illness.
Now as i dont have any medical records(dont have SSN during that time So no insurance) as i dint go to doctor and i managed by taking rest and over the counter medication.
whats sworn statement from H1 holder attesting to the nature and duration of his illness? what kind of letter should i prepare?
What are my chances of getting H4 for my family and whats the best way to respond?
Appreciate any response.
 
Sick leave more than a month with out doctor certificate is not acceptable to any authority. When you lie you must be very careful. Let's face it.

Now you have to explain what is the dieseas and what is the medication , why it took one month to cure, etc. It is very much difficult to convince Chennai Consulate, because they are the world smartest US conuslate.

By the way its no lie and i no need to do that as i could have given the same reason as for the other 2 months(this is explaining why no pay for 3 months initially). i really got sick and dint go for work that time and its due to drastic wheather change(month of december in michigan also thats my first month in US). I'm ready to face it aswell.

I understand the seriousness of the situation but its the fact and i probably could explain what happened with me. Gimme any kind of advices to do so.
Any suggestions are welcome.
